Crazy question about the laws regarding dogs for protection?

Just the other day a police dog that was being put in the officers patrol car attacked a woman who was jogging by his home .The police officer told the jogger to stop running and he would,nt attack well she stopped> The dog bit her legs and arms.She got 30 stitches,and there were no fines issued because it was a policeman's dog They in home guarantied the dogs because he had its shots.Well a dog of ours went over a fence to the neighbors yard and they called the police I got 2 fines one for nuisance dog and failure to leash where is the justice here?.This is the second time the police dog has bitten someone.The police in this case should have either comeback at another time or call animal control.The last dog I had was small u..p s and people wearing uniforms the dog would go after and bite she was a terrier/chiahuah 10 lbsThe dog in this case was doing his job,Iam sure he could, have used pepper spray or something other than shooting it
