Im confused, if congressman pacquiao is relying on the bible?

and he opposes the rh bill saying that it is against God or the bible ( which i dont think is right as "go forth and multiply" implies filling the earth and subdue it which means control or manage),my question is , it is clear in the bible, Ephesians 5:18 (New International Version)Do not get drunk on wine, which leads to debauchery. Instead, be filled with the Spirit, why is it that the congressman has (atleast to my knowledge )two tv commercials or tv ads endorsing a brand of beer and the other a brand of gin?
